Manitoba Hydro is about as different from the Alberta market as two Canadian provinces can get. One is a provincial Crown corporation supplying essentially everyone, with rates argued out in front of the Public Utilities Board. The other is a competitive market where you, personally, pick the company that bills you. Here is the translation.
1Nobody in Alberta says “hydro”
In Manitoba the word is interchangeable with electricity, because the province genuinely runs on water — the Nelson River system does the heavy lifting. Alberta’s grid was built on coal and now runs largely on natural gas, with wind and solar growing fast. Hydroelectric dams supplied roughly 2% of Alberta’s generation in 2025.

2There is no Crown corporation to call
Manitoba Hydro generates the power, owns the wires, and sends the bill. In Alberta those jobs belong to different companies:
- Generators sell into a wholesale market.
- A wires company — ATCO Electric, FortisAlberta, EPCOR, ENMAX or a municipal utility — delivers to your address. Assigned by location, not chosen. Find yours here.
- A retailer sells you the energy and sends the bill. This one is your decision.
3Your rate is not set by a regulator anymore
This is the biggest mental adjustment. In Manitoba, rate changes arrive through a PUB proceeding — the Board’s most recent order finalized a 4.0% general rate increase effective January 1, 2026, with further general revenue increases of 3.5% in 2027 and 3.0% in 2028. It is public, it is argued, and it applies to you whether you like it or not.
Alberta has no equivalent for competitive customers. There is a default fallback called the Rate of Last Resort for anyone who has not chosen a retailer, but it is a safety net rather than the standard everyone pays. If you choose a retailer, you choose the plan — and nobody raises your rate by decree.
Worth knowing: Manitoba’s rate pressure in that decision came substantially from drought. Water flows in 2025 approached the second-lowest in 112 years, and when your grid is hydro, weather is a balance-sheet risk. Alberta’s exposure is different, not absent.
4Expect a natural gas bill
Manitoba Hydro sells you both electricity and natural gas. In Alberta they are separate accounts with separate retailer choices, delivered by ATCO Gas or Apex Utilities. Most Alberta homes heat with gas, and the winter bill is significant — budget for it rather than being surprised in January.
5Alberta electricity costs more than Manitoba’s — be honest about that
Manitoba has some of the lowest electricity rates in North America because the dams were built generations ago and paid for long ago. Alberta will not match that, and any retailer who tells you otherwise is selling something.
What Alberta gives you instead is control. You can shop, switch, and change your plan structure when the market moves. In Manitoba you had a good rate and no choices. Here you have choices, and the outcome depends on whether you use them.
6What to do in your first week
- Close your Manitoba Hydro account with a move-out date and forwarding address.
- Identify the wires company at your new address.
- Choose an electricity retailer — and a gas retailer, or one that does both.
- Start 10 to 15 days before possession where you can; that is the normal enrolment window.
